Owen Chow Ka-shing studied for a Bachelor of Nursing with Honours in General Health Care at the Open University of Hong Kong. [1]

Like many young protesters in the 2019 anti-extradition protest, Chow didn't intend to pursue a political career before. Though in 2019, he decided to run for the District Council election after being actively involved in the protest. Despite losing in his debut, he ran in the pro-democracy primaries for the 2020 Legislative Council election, where he rose to prominence as an independent localist candidate. He came fifth in New Territories East and secured the nomination to run in the general election, which was then postponed by the Hong Kong government.

In late 2020, he joined politicians and activists including Eddie Chu Hoi-dick and Joshua Wong Chi-Fung to shed light on the 12 youths who were detained in Mainland China and for access for their families.

On Jan. 6, 2021, Chow along with 54 other pro-democracy candidates was arrested for organizing and participating in the democratic primaries. [2] 47 of them were charged with subversion under the National Security Law. He was detained in prison until June 22, 2021, when he was granted bail to finish his nursing degree. However, on Jan. 12, 2022, Chow was re-arrested following a court ruling that he had broken his bail conditions for posting materials endangering national security which related to the 2019 Price Edward station attack and the 2019 Yuen Long attack.[3]
